If you define precursors or dual-use chemicals as WMD, then the U.S. did supply WMD to Iraq. Unfortunately, this also means that Bush was right when he said Iraq had WMD.

Or the other way around, Bush was wrong about WMDs in Iraq before the invasion, but the U.S. is innocent of supplying WMDs to Iraq.

Pick one.
