If we truly had the capacity to build mile high structures over the oceans we could literally build over them and the rest of any desired preserved vegetation, forest or natural edifice. The eco system could be preserved with hardly any impact. The construction would cause the most impact but after it was completed it would not need to interfere with much.
Floating cities need not really float or hover - they merely need a superstructure that elevates them to the desired height. This Star Trek comic mentality of the "planet builders" and the fear of cementing over every square inch of earth is ridiculous. The roman roads are a great example of how long even a 1/2 foot of cement and stone will last - about 1000 years. Most of the streets here are only a few inches thick and if not repaved and recoated with a thin layer of asphalt would crumble into the dirt after fifty years. The greenery will reclaim it all and the cement is meaningless to the planet's "health". The planet truly doesn't care whether the cement is in a mountainside or poured and shaped into a sidewalk or parking lot.
And space exploration and floating cities in space including orbiting greenhouses in space, or on the moon make feasible all sorts of possibilities.
To somehow fear technological progress and industrial development is pointless. I fear, far more, the progress-stiflers who keep us from inventing newer and better ways of doing things and who will actually magnify pollution and human suffering because of their brainwashing.
