Your points don't follow
You say Native American groups didn't treat each other well (true but not Bowser's point), you must acknowledge things didn't go well for those groups after contact with more advanced civilizations, you say you expect life out there to behave like we do, and then say that we who would play the role of the Native Americans in this new scenario ought to speed up the time of contact. I don't get it.
Personally I don't think it matters much one way or another, but we shouldn't do anything intentional beyond our existing radiowave leakage.
