Of course it's an average. Giraffes don't all have the same length necks, but that doesn't mean saying giraffes have long necks is wrong. There are very intelligent Blacks and not so intelligent Whites, but the trend in group averages have been proven, and they are not insignificant.
There is not one single Black majority area on the planet that is wealthy and stable. Whether it's Congo and Haiti, or Washington DC and New Orleans; wherever Blacks are in the majority, poverty, crime, corruption, and disfunction are the norm. Trillions have been spent over the past several decades to try and correct this, but the situation has stayed the same or gotten worse. People who can't see this are the ones who are stupid. Biology trumps wishful thinking everytime.
