Who is Big Brother ?
A society where there's surveillance everywhere (tracking not just criminals, but also lost pets or lost children, remotely monitoring your health (and your mood), etc.. is an advanced one if there are many powers controling each other (the politicians, the judiciary, the press, the unions, the consumer defense organisms, the human rights watch, insurance companies, banks, etc..) and events like filming the police abusing someone on the ground can turn against that institution.
Big Brother actually doesn't exist in our societies because that notion implies a single power, deciding on everything....and that will fail sooner or later.
