First off, the article you linked to uses underhanded means to paint the reductions as impossible to achieve- they aren't it just requires the govenment to get off its ass and firmly state that the nation IS going to move to nuclear power and other CO2 neutral power generation. (Nuclear will HAVE to form the base of our policy). A US CO2 reduction of 19% is possible by 2020 without using any new technology.
