The Republicans have had all three branches in the recent past. They already have a lot to answer for in the present tense. As it stands, the future tense may apply to the Democrats, as: "Even without the third branch of the Federal government under their control, the Democrats will have a lot to answer for when the Obama Administration ends." Of course, the future is pure speculation. It might be: "Even without the third branch of the Federal government under their control, the Democrats will have the gratitude of a grateful majority when the Obama Administration ends." Or: "Even without the third branch of the Federal government under their control, the Republican-Democrats will face a substantial challenge from the NeoWhigs when the Obama Administration ends."
Telling the future is never as easy as it looks, even when the NSA is on the case.
