I agree with your assessment of the "natural" size of human societies(the small tribe), but a more basic natural social unit is the family, and that has remained reasonably stable from ancient times up to the time of modern civilization. I think a lot of our problems in recent times have come from the family unit being stressed and dismantled than from the urban conditions.
