Then we never would have made it off the African savannah.

There will always be groups that are unhappy with their present society.
With the proper space infrastructure in place - or maybe even not -
they will be the ones who leave Earth to colonize other worlds.

They won't care about past failures or government restrictions, and they
will definitely ignore the ones hiding under their beds and crying "We
need to spend the money on Earth first until all our problems are solved!"
