"Do you know the difference between cloud-top and surface temperature?"

There is a huge difference.
At cloud level and/or somewhere around 1 atm the air temperature on Venus are similar to air temperatures found in areas of Earth at 1 atm.

And the wind speed at Venusian atmosphere pressures which are roughly similar earth's atmosphere pressure can be very severe.

Though severe wind can less of a significant problem when there is no ground nearby. And on Venus you don't need to worry about hitting the ground- you will be crushed and thoroughly cooked, long before you can hit the ground.
