This trend is many years old, and long pre-dates Bush and "No Child Left Behind."
A Republican did not create the Department of Education. Republicans did not drive the massive union control of the system, the dedication to obliterating the educational alternatives, the educational college/certification requirement circle jerk, or the monolithic solutions to multi-faceted problems.
You are looking at a government-controlled educational system in all its glory. A vertical monopoly all the way down. The Democratic Party and the Left have owned the system from the inside out for many years. The results are inherent in the concept, not an aberration.
A few of your solutions have merit, particularly decentralization. Your theory that chopping all schools down to the lowest common denominator will improve things may need some work. You still can't get past the statist premise of education: equal misery for all is better than quality for some.
