If it has no meaning, why didn't they leave that second part out? This is an official document, not some opinion column. A similar document recently out of the Missouri Information Analysis Center told authorities to watch out for people with, of all things, Ron Paul bumper stickers.
This is attempting to criminalize not a specific behavior, or advocating violence, but simply holding specific ideas on how society and government should be organized. Look at the attempts made on this thread to make McVeigh, a single lunatic, represent an entire political point of view.
