Further inspection and though suggests that the wake waves ARE blurred out, parallel to the elongation of this object.
There's a general lacl of focus, too, so I suspect this is an "accidental" image with the wrong settings for pan and exposure that have allowed the ring and all it contains to be streaked out. I'd work-up a restored version if I had the right tools...
