"What would YOU do to NTV, exactly?"
I don't watch it- don't think it's one or don't know which channel of the 500 or whatever channels I have.
But imagine it doesn't have much of a budget- therefore I would suggest doing stuff which has low cost.
You could interview NASA personnel, you could interview people outside NASA who involved with space- Burt Rutan might be my favorite go into guy- he is good on TV, he is interesting, wild, and knows how to make things. Perhaps you get him to provide educational stuff for pre-adults or kids. And basically there is a lot people in alt space which would be good to involve, and as a result they might actually think NASA was doing better job in general- that NASA wasn't just a bureaucracy.
Interviewing people who planning to become involved with Space. Getting video and You tube type stuff sent to NTV as some of contest where winner is shown on NTY. I would encourage NASA astronauts to take more video and try to get more of this personal video.
I suppose the biggest advantage of NTY is it can get the inside story- and basically you want go to NASA centers without fanfare or commotion- I wouldn't want to interrupt the work going on, as a result you could do this a lot without going thru the director or whatever.
And of course one would want a good web site- someplace to get input and leads and stories vidoes you could run.
