re: There would be a market for space in space.

"Unfortunately, you have to have a bunch of people out there to become that market."

You don't need to be at the racetrack to bet on the horses.

You have to have need. The problem with computers was people assumed that there was not enough people needed computers.

What is needed and already used in space is rocket fuel.
You could not have a market for PCs if some people aren't already using mainframes.

The problem with developing a market for rocket fuel in space is what is called a high economic threshold. Which is related to high capital cost in relation to size of market.

A government can lower the economic threshold- in fact in terms of subsidies it about the only thing a govt should do.

Without a government doing this, what you could have what is called patron- someone who will use their money to support a cause [also known as angel investors, as in:
"On the same day, Paul Allen, one of the founders of Microsoft, confirmed publicly the rumors that he was the angel investor behind the SpaceShipOne venture."
http://en.wikipedia.org/wiki/Scaled_Composites]

A patron is more interested in the cause than any return on a investment- something banks as banks should not do- they could do it in terms their donations in terms of their own wealth, but it's not the business.
