You could also reduce crime and the incidence of repeat offenders by having the convicted felons transferred to facilities in Iran or Saudia Arabia. They have some great "faith-based" correctional institutions over there.
Or you could bring in a Satanic cult to run the prison and instill a meaningful life purpose, a positive attitude, and have more focused and disciplined inmates. If you let the Christians in, what right would you have to deny the followers of the Prince of Darkness? Constitutionally, you would have none.
It's downright depressing to think that human beings won't be motivated to behave properly unless they surrender their freedoms, allow their minds to be shackled, and willingly subject themselves to such utter degradation as this kind of backwards and hopelessly irrational religious indoctrination.

- History shows religion is the world's worst source of "ethics".
- As opposed to what?
- Pre-selected populations with prior behavior requirements are bound to do better. Faith has nothing to do with it.
