There is evolved intelligence behind evolution, but it is not directed except by its own evolved rules. The way I think about it is that game theoretic strategies naturally emerge from the beginning chemical soup "competition." Those strategies get embedded into the replicating structures DNA and RNA, and thus their is an evolved intelligence behind the current evolved evolutionary process. It is not a creator based directed intelligence but an emerged rule based game theoretic intelligence. There is a stream of papers these days that come up with game theoretical reasons for behaviors that seem to be counter intuitive to what would emerge from evolution. Ultimately, behaviors like cooperation (you scratch my back, I scratch yours) are shown to be benefiicial to the individual or species.
Very simple effective rules can generate extraordinarily complex structures (DNA-->life). The meta rules are the key (rules about how you can change rules) and how to approach the evolutionary optimizing search space. When you see how simple games like the Conrad's life, or the results of simple fractal equations, you start to see how something like evolution can seem much smarter than it actually is. The amount of information encoding our evolutionary process had a very finite beginning. A lot of people are trying to figure out those initial rules and processes that while simple have been lost in the aeons of rewriting itself.
