The Israeli military claimed that the deadly explosion had been caused by a malfunctioning rocket fired by Palestinian Islamic Jihad, another armed group in Gaza.
Meanwhile, Biden is gently urging the Israelis to nix the ground invasion and work for a ceasefire. That's a big ask. Israel is very angry and Hamas is not open to anything but violence. Hamas is in fact unpopular with many Gaza residents because they have no political or policy goals. Their sole focus is attacking Israel, not improving the conditions in Gaza. Clearly they must have known the hardship their attack would cause on Gaza residents.
