My only quible with your comments would be that palestinian civilians have no where to go. Israel has made clear they will be safe from Israeli bombs and guns in the southern half of the Gaza Strip. Currently there is a mass exodus to there, despite Hamas telling them not to leave. While it will no doubt create a humanitarian disaster, it will be better than if they stayed in Gaza City. I'm hoping Israel allows humanitarian aid into the southern Gaza Strip. That, along with the safezone, would be another good deed by the Israelis before they really drop the hammer on Gaza City.
Creating a safezone for civilians. Allowing humanitarian aid for that safezone (we'll see if it happens). Those are about the only two things I can think of that Israel can do - to answer my own question about how Israel should respond.
