This is a second warning to move "southward" for their own safety. This could be interpreted by a reasonable person as an effort being made to avoid innocent casualties. Civilians have been told to move south of Wadi Gaza, about 5 kilometers south of Gaza City. About halfway down the Gaza Strip.
