But I don't think Israel is chomping at the bit to slaughter civilians or is only holding back because of hostages. Israel knows it's not only the right thing to do, it's to their advantage to show they are trying to avoid civilian deaths, unlike Hamas. Also I'm sure there is significant international pressure, especially from the Biden admin, to allow as many civilians as possible a chance to escape northern Gaza.
