It is not that complicated or I couldn't do it.

They have an editor that comes with the game, with that you can edit countries and add countries, military units, resources, cities, government, culture, etc.

It take a little bit of code editing with MS front page, and a little bit of work with images.

You can create situations where Argintina for instance hates Brazil and will invade while you are playing as some other country. This creates some western hemisphere action while WWII rages in Europe.

You have options of allying with other countries or you can set up the alliances before hand.

It is not that compolicated and it is much like a board game with graphics and the battles are decided by troop strength and some luck of the roll. The AI is good enough to make it interesting but still the typical attrition AI as usual.

Some of the scenarios uploaded are terrible and some are very good. Mine fall somewhere in the middle. After uploading they can be downloaded by anyone that has the game and they can be rated from 5 to 1 star. The game comes with 10-15 professionally done scenarios included that can be tweaked or played as they are.
