So it is for any discovered pressing need.

Any pressing problem that arises has solutions or ameliorating measures. To enact solutions or ameliorating measures then people must act. And people must act on a scale that can accomplish the desired effect.

If you hope to put out a fire before your city burns down you must have enough people fighting it and using effective methods or else you will fail. How do you approach the people who want to use the water from their sink, carried to the fire in a Flintstones jelly jar? How do you approach the people who say they will not fight the fire at all?

Global problems require global collective action. This has nothing to do with capitalism. You can't build a barn by yourself.
