I've heard that using both the usual brakes as well as the 'emergency' brake will work wonders(!). Of course, if one is in a state of panic... we only hope that the person remembers!
When I lived in Florida and now that we have automatic windows, the life-saving thing to have with you while behind the wheel, is a 'spring loaded center punch'. It will crack through any glass and will save your life if you fall into a canal, river or when in a flooding situation and the electrics in your car fail.
