The administration has clamed there are "problems" with the blowout preventers. In the case of Deep Horizon the failure was likely caused by the explosion sending two pieces of drillig pipe into the preventer. The BOP wasn't designed for shearing two pipes.
It sure looks like an attempt by Obama just to look good, without regard for 120,000 jobs during a time when they're desperately needed.
I think it's backfiring.
Six months is not enough time to redesign and retrofit existing wells...even if it were feasible.
