It seems to me like they are geting a briefing on crowd control, or in communicating to speakers from the crowd, as in during the Civil Rights marches; a way of communicating by hand signals to coordinate large groups of people in a noisy and chaotic environment. This is obviously a training briefing for organizers, to get their signals straight.
Think of the chants and vocalizations of the crowds, too. Of course, they are silly and annoying. They're meant to be that way. They are also easy to remember and easy for onlookers to pick up and repeat..
Of course, if you carefully select the right videos, and add the appropriate derisive comments, it comes across as silly ha-ha...
What is realy silly is that some people really feel the need just to ridicule and discredit these people. As if anyone here is going to change their minds based on partisan comments from the peanut gallery. Yeah, the one percenters, and those who think they deserve to be one percenters, are scared shitless.
