Oh, there will be indignant speeches in the House. On the Democratic side there will be wailing, rending of garments, and the bemoaning of the loss of the Great Socialist Dream and the victory of greed and the Evil Rich Capitalists. But they'll probably pass it.
The big battle starts next year when the actual problem, grotesque spending levels, will start to be addressed. Then you're going to see some real wailing and rending of garments, and from both sides of the aisle.
The Federal government has become an engine for taking tax money and passing it around to gain and keep political power. The parties vary in who the recipients are, although not nearly as much as most people think. Those in power are not going to like that tool being taken away, even a little.
I have an interest in the space program, particularly now that there's a real tension between government programs and private ones, and was not surprised how much of the government program was driven by politicians fighting to have that loot distributed in their districts. Most of us are aware of how this works in many other areas, like defense, transportation, and agriculture. Actual effectiveness of the spending comes pretty low on the list compared to the pork factor.
It's going to be a hell of a fight. At least I hope so.
