What's going on is that the democratic and legislative processes are not delivering the results the Democrats demand, so they aren't going to participate until they can figure out how to get what they want without actually winning elections or voting in a legislative body.
When Democrats win, then "Elections Have Consequences." When they lose, it's some bizarre aberration having to do with cosmic rays or something, and they still think they should be running things as though they were in the majority.
The Third Law of the Left is that "no leftist has ever legitimately lost an election."
