The relief agencies have been talking about this since the end of last year.

The rah-rah boys and girls ignored or discounted it, and now are trying to paint it as a "sudden development" in the awareness department. Quelle suprise!

Relief agencies like CARE, Save the Children, Mennonite Central Committee and Lutheran World Relief are not well-known for their political agendas.
