Much of the sorry state of Iraq is due to mismanagement prior to the war. I agree however that the follow trhough to the war is very imortant and it needs to be far more successfull than Afghanistan.

Remember as well that Saddam's forces shut off services and destroyed resources like oil wells themselves in some areas.
