This is probably the best decision for most people. I have built and modified machines before, and have gotten fairly good at it. And I certainly spent more than you would have to to get a perfectly workable system for most purposes.
But don't scrimp on:
Power supply
Memory
Hard drives
And it makes sense to get the hottest graphics card you can, especially if you do a lot of gaming.
Most online computer places will allow you to do quite a bit of customizing.
