It changes from country to country.
Belgium hasn't cought the bug yet, but France has a problem: the former health minister, Bernard Koushner passed a law enabling patients to sue doctors more easily.
This results in extremely high insurance premiums. The doctors are protesting, going on strike, etc...The law will have to be amended.
