Professional engineers pay dues to these organizations and receive their publications in return, as well as a professional engineering certificate. The organizations, perhaps run by one or two conscientious people, then donate to scholarship funds, charities, etc.
The engineers who work in industry don't do a damn thing for charity. But if they want to be recognized professionals they have to pay their membership dues. I laugh when I think about it. For all the experiences I've had with engineers trying to rip me off, it's ironic that they are forced to pay into charity if they want to keep their professional status. Ha ha ha!
