There's a local Boy Scout troop that burns flags
They do it because burning is the only legal means to dispose of a flag that can no longer be repaired. They burn these flags as a public service.
It's possible this teacher was demonstrating the only proper way to dispose of a flag, but I doubt it. He was hired to teach elementary school students, not to make political statements on school time. Very poor judgment, IMO.
