I doubt it
First of all, I doubt if Gore would've done a better job on energy or the environment. Gore's book provides me the reasons to believe that he's little more than a wonk who has little understanding about the environment, energy or the economy.
While not positive, I suspect Gore's cabinet would've looked a lot like Clintons - a group of lawyers who look like America rather than individuals selected for core competency. One of the reasons Bush has done a good job so far is the people he put into key positions.
