It is a matter of record that multiple and repeated attempts to mount terrorist attacks against the United States were foiled during the Clinton administration. This was not due to luck.
Further, if some in the Congress had not tried to make life as difficult as possible for Clinton when he asked for more money for embassy security and counter-terrorism, this whole mess may likely have been avoided. That is the one issue I will vote on next election.
This is not to say that Bush Jr and his team have not done an excellent job given the adversary they face. But it is likely that from 20 Janueary Gore would undoubtedly have countinued Clinton's policy of trying to kill bin Laden and the al Qaeda leadership.
