I think people who pay the most should get the most relief, but I do agree that the "poor" tend to marginally spend more more quickly.
But there is a justice issue: those pay the most frankly deserve the most relief, IMHO.
You know and I know that a terrible aspect of the modern tax code is that fewer and fewer pay more and more in taxes.
