<Just hadda ask: are "the citizens" and "the participating registered voters" included in those totalitarian euphemisms? Last time I looked, there's still no taxation without legislation in this country (or any of its political subdivisions), even if it's hidden in measures like parking meters and building permit fees. It may be 'the tyranny of the majority' to some, but it's still legal due process.
It may be legal, but it still stinks. When "taxation without representation" was a rallying cry, there were no progressive income taxes, and the right to vote was restricted to a favored few to say the least.
And the representation isn't exactly even either. When a small minority of Americans pays a vast majority of the taxes, while the bottom fifty percent of Americans pay less than five percent of the taxes, which way do you think the votes are going to go when someone proposes soaking the rich?
A democracy is three wolves and two sheep deciding what's for supper.
