That's not what they ruled at all

The Supreme Court ruled that a recount based on arbitrary standards of what constitutes a valid vote was unconstitutional because it violated the Equal Protection clause.

From this article:

"The court voted 7-2 to reverse the state Supreme Court ruling ordering the recounts, holding that the hand count ordered by the Florida Supreme Court had constitutional problems.

A lesser majority of the justices then decided that new recounts should not be ordered to remedy the problem. "It is obvious that the recount cannot be conducted in compliance with the requirements of equal protection and due process without substantial additional work," the decision read. "

The Supreme Court was the proper place to hear the arguments since even the Chief Justice of the Florida Supreme Court wrote that the FSC's ruling had no basis in lawM. Gore's lawyers were active in doing everything possible to steal the election. The USSC prevented that.
