Military vs. civilian

It's possible that Palestinians would prefer military targets to civilian, although I have heard nothing on this one way or the other. Who knows? Maybe it's just a practical matter of access.

The simple fact is that military targets are fenced, protected, and guarded at key points and gates. Basically, a pedestrian or civilian car bomber can't get into one, and would have to be satisfied with continually blowing up gate guards.
