Why not, it can't hurt
UN forces are essentially no more than neutral hostages but this is one of the things that must be tried. Worse case, a few thousand blue hats get anniliated.
Frankly I doubt they would stop the suicide bombers but you can't do the hard things to solve that problem without trying every possible non-violent solution.
