Israel is in no position to make an empire.
Their choices in how to rule the Occupied Territories helped lead to this.
Israel renegged on Oslo a lot more than the Pals.
Israel was created and legitimized only by stint of the US work in having the UN sanction its creation.
Otherwise, Israel would have suffered the fate of Rhodesia or Apartheid S. Africa.
