You could call it the "privitization of international police practice" but either you meant "privation of international police practice" (a twisted pun) or you mispelled privatization (and don't know what that word means). Or you are slaughtering the term privity in some manner.
In any case I think it would best be described as an action to minimize an army of US lawyers from looking for loopholes.
