I mean, how dare people travel around in their own country, scared to death and confused, while the Americans are in town? How dare a bunch of civilians be unable to distinguish the meaning of warning shots when there's been shooting all around them? Did they skip the class on the different voices of bullets?
Don't do this. This is a military accident, the kind of thing that happens during wartime, unless and until evidence crops up to support a different conclusion. Turning it into "all Saddam, all the time" is an evasion of responsibility for errors. It's callous and immature, and will win the troops in the field no points in the honesty and uprightness department.
