What's fair
Yes, the bidding should be open to everyone. But who will determine how the contracts are awarded? I don't expect it will be driven by altruism (these are profit-making ventures, after all), but one wonders what the rules of the playing field will look like.
It's true that most large companies are multinational. Will it matter in which nation they file the bulk of their corporate taxes?
