I don't know who will get the contracts. There is plenty of work to go around.

And, I have to admit, one would have to be exceedingly naive to assume that political influence will play NO role in this.

Still, the Iraqis will benefit a lot more from whoever is doing the business during reconstruction than they have been benefiting from the All-Saddam economic program.
