But who will get the *contracts*?
That's where the real money is. Ask any line worker whether he makes more or the CEO does.
Of course the Iraqis will supply the muscle, and some of their skilled workers and engineers will doubtless be employed as well. But who will be writing the invoices and the paychecks?
Will this also be a "coalition of the willing", or will it be USA All The Way?
