Because we haven't invaded Cuba (not sure this is even true in all senses of the word - Bay of Pigs, assassination attempts, etc.), it proves we don't threaten to invade other countries? We don't shake our sabres in weaker countries faces?
"Most of time ..."
What I am talking about is a specific set of behaviors we are currently engaging in. Behaviors that seem to come straight out of Machiavelli. That America does good things too, is great! But I am talking about the morality of threatening to invade pretty much any country we choose to while saying the words: WMD! terrorism! 9/11! in a loud voice.
We may need friendly countries some day. I hope there are some left when that time comes.
When you said: "Walk softly and carry a big stick", was that a deliberate misquote? In any case, Roosevelt was not describing a bully, at all. He was saying it's a good idea to get along with people, not rattle sabres, but be prepared to kick butt when you have to. That's exactly right, where Bush is exactly wrong.
