The more precise way to put it is that Social Security is owned by the Democrats as a campaign issue. And this is, of course, the real political function of the program.
If I may recycle an image from another post, the spectacle of a politician holding a lit match next to a Social Security check while a desperate elderly person grabs his knees and begs to be saved, is exclusively the province of Democrats. The lit match, of course, represents the evil Republicans, who will immediately convert all the elderly to Soylent Green the second they are elected.
And it works, too. Hell, you believe it, right? George W. Bush LIVES to push old ladies in wheelchairs off cliffs.
The wet dream of the Democratic Party is to have every last citizen in America held hostage this way. The thought of the great American middle class (who wouldn't be middle class for long) crawling to them with their hands outstretched makes them squirm in delight.
