Louis & Clark redux
Let NASA do basic exploration of the high frontier, then let the private sector take that information and do with it as it will. If NASA finds a multi-mile asteroid made mostly of iron, nickel, or gold, then I'm sure someone will decide to spend the money necessary to go and get it. One such rock would be worth far more than all the gold in California and the Black Hills combined.
